I obiously don't condone this behavior, but I do think the sex offender list is for dangerous predators, not people who engage in merely "inappropriate behavior."

Have you ever spoken to a father about religion or politics? these subjects can be broached eaisily and he will likely still be a human. However once you start talking about his daughter his brow becomes ape like and his arms become longer and hairier as he says "that's my daughter and i'll go to prison to protect her." now imagine a whole country of men who think like that and old ladies that don't like the younger competition, all who write our laws, and there you have the reason. Now to add to that the good food and other factors of early maturity for teens and you have 12 y/o walking around claiming to be 16 and getting away with it. Then on top of that it is very natural for these girls to ignore boys their age due to vast maturity differences (physical and mental) and go for "men".
You almost never have this reaction to a boy of say 14 getting laid. infact the dad might say "good job son dont get her pregnant." These attitudes are reflected in our laws and how they are enforced. although it is illeagal for any underage person to have sex it is somewhat rare for anyone to care or reported it if that someone that got lucky is male. A true pedophile as defined by science is someone who finds prepubecent children sexualy atractive. those people have real problems and if they are willing shoud recieve help but all too often the dont ask for help and so must be imprisoned.
