What it means is that if a believer has doubts about their religion during Ramamdan it cannot be due to Iblis or any demons. I imagine Ramadan is the period when many people start to have doubts about their religion, especially given how Allah could not think up a fairer system for fasting (one that is not determined by sunrise and sunset). I think this is a great time of the year to seek out believers and put doubts in their minds. Then again, if you dare question the religion using facts uncomfortable for the believers, you'll be booted off of their forums pretty quickly.
