If the woman is essentially infertile when the sex happens, then there is no intention to create life. I can't fathom how it's OK to get around the rule one way but not another. Sure, it may fail and you might get pregnant, but that's true of virtually all contraception.
Fertility monitoring is a form of birth control, yes.

But the thing to understand is that birth control, in and of itself, is not against church teaching. It's contraception that is against Church teaching, and we define contraception as anything that changes the nature of a sexual act in order to render it infertile.
Simply refraining from having sex on the fertile days, does not do this.^
