He hasn't.
To say that we are at the mercy of Satan implies that Satan can do what he likes to us. He cannot. He not only must seek permission to attack the sheep (e.g., Luke 22:31) but he is also constrained to do this but not that
(e.g., Job 1:12). So we are not at the mercy of Satan; he is at the mercy of the shepherd.
