First of all, I'm not even the one who suggested this. PP was. I was merely clarifying what I assumed he meant, since you asked.
With that being said, IF there is a way to find Isis members trying to hide in a crowd, I don't see why it shouldn't be done. Maybe by investigating people who are known to have extreme islamic views, or a certain past. I don't know how they do it, but I imagine it may be something like that.
