No. Nothing in Democratic politics has ever been nor will ever bee farther from the truth, The power belongs to the disciplined voting block in which the individual voter is subordinated To the collective priority of the block, and the block is ruthlessly strategic in gaining power as precondition to any policy objectives.
Form the ruthlessly disciplined voting block, set policy priorities most consistent to putting you in power, votes in ruthlessly strategic ways To gain that power, and you will win. Do something else, and you will lose. It is that simple.
You opponent knows this, when will you learn?
The so called democratic system is really one whose dynamics is as rigid as laws of physics, but you are pretending if you play by dungeons and dragons rules then the real laws of physics will adapt to suit you.
