This raises the question, for me, of whether having armed civilians running around a crisis-situation with their guns out trying to "help" would just cause more confusion for law enforcement and SWAT and give the potential gunman a chance to escape, if they don't intend to commit suicide-by-cop. On top of the problems of armed civilians attempting to actually take down a threat by shooting them and, in the process, potentially shooting other civilians.
It usually would be over before the swat arrived. Shit it takes cops forever to respond.
