Who was "he" talking to?

I haven't heard from any of them as I have the God of the Bible. So, no. If there were other gods I would expect competition for me. My God has said, there are no other real gods and since I've not heard from any others I have no reason to doubt.

If people only ever 'heard' from one god, then such private and personal experiences would convince everyone.

A person must first come to accept the God of the Bible before they can experience Him in a more personal way. Those who actually hear from God were convinced before they heard from Him. Hearing from God is a growth in a personal relationship with Him. Do not misunderstand what I'm saying here, a call from God the Father to accept Christ as savior is not a part of this discussion, we are discussing what comes after accepting the call. Also understand I do not believe all the saved experience God by hearing from Him as some Christians do, why, because they do not search for that deeper relationship.

But so many people also have no reason to doubt, yet believe in a different god, or a different version of your god.

There is no different version of God, He never changed and will never change, He is the same today as in our past, I say our past because God has no past He is omnipresent. God is not effected by time.
People who have heard of God yet believe in another have reason to doubt, He's given them the call and that will remain on their spirit forever.

It seems that there is a lot of competition out there. I am confident that very few of the people who have such a firm conviction are expecting to hear from any other gods, which is curious in light of the many different experiences and outcomes.

Those who haven't heard of God may be convinced they know the right god, many of these do worship many gods because it is a part of there religion. These are all false gods even the religions outside of Christianity that have one god, so if they believe they have heard the voice of their god/s they are fooling themselves. This comes from the authority of the one true God who says, "there are no other gods except for me." Most all the other religions say there are other gods outside of their religion, why, because man has made a competition of their religions, I believe some Christians see it as a competition which is not supported by the scriptures.
