Around here, the town police department would be dissolved, and the function would devolve to the county sheriff.

If the water department 'failed' for lack of interest, the system could be tended to by a private contractor. If it went even further afield, the system could be 'plugged' and the residents could move or dig wells and install septic systems.

Many towns have a 'ceremonial' mayor, the day to day ops are handled by a hired city manager, an unelected position.
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
