Maybe leftists will find a newfound respect for federalism. Maybe they will start to question the "benign dictatorship" they imagined under Obama, with his phone and pen, issuing executive orders, appropriating sweeping regulatory powers, and engaging in "kinetic military operations". For decades, under both Republicans and Democrats, presidential power has continued to become ever more expansive and federal power more intrusive. If you look back on these international agreements and deals, it is clear the these are not, and should not, be accepted as binding until the Senate, the elected representatives of the People, votes on them.
Obama had less executive orders than GW Bush, Clinton or Reagan. He had more (total) but less per year than single term Bush Sr.

So that part is a bunch of hoo-ha.
I agree that it's not legal to tack all the drone strikes and interventions onto the war on terror, if that's what you're referring to. Either way, you should need the approval of congress to declare war.
