This side of the water CPOs are set at current market value plus a premium. If the US works in a similae manner with ED, then all you need to do is get a bidding war going.
In this case, the purpose of purchasing the land is to block eminent domain, not receive market value for the property.
To do so, one has to involve courts (and expensive lawyers). "Getting a bidding war going" would only drive up the price, not prevent government taking the property.
