Generally what happens vis a vis the DPRK is that a Democrat president gets elected, starts serious talks and begins to get somewhere. But after they are out of the White House (either through term limit or being booted out at the EC), a traitor party pol gets in sabres some rattles and pisses of the current ruling Kim enough that they pull out and everything goes back to square one.
There are two variations on this pattern. The first is a slight one in that a hard/far right president gets elected in the RoK and for reasons of trying to gin up their base sabres the rattles while the Democrat president is still trying to negotiate. The second is the Trump Manoeuvre in that he rattles sabres madly escalating the problem, then falls madly in love with the Kim in power, promises him everything for nothing in return, but is too ADD'd to be able to remember his promises for the next five minutes and promptly pisses off the Kim royally meaning that now we have a mad man with a bad haircut and working nukes, and he's not going to take it any more!
