Only a small percentage of population has skills to manage wealth.
If true, that's going to kill your $10k/year plan.
Let's say there's 200 million adults in the US (I don't know how many there are, but round numbers are easy) and only an (arbitrary) 10% of those know how to manage wealth and are thus able to afford the $10 000 per year that you want.
20 million people at $10 000 each is 200 billion dollars. This is roughly 1/20th of what the US spent last year, and is a little more than one third of what it takes to keep the US military running for a year. In addition to now not having enough money to do much of anything, you're going to have to find some way to deport the 180 million adults and their families who couldn't pay the ten thousand.
I'm starting to think you haven't really thought this through.
