Gender is the term we use to denote the social norms of femininity and masculinity.  These are unlikely to be the same among all populations.  When you refer to organs, you're referring to what we call sex.

Gender is a construct, sex is a fact of biology.  Females share a sex regardless of any disparate gender constructs between their cultures, ditto for males....but gender constructs don't always share a sex.

The sex and gender distinction is not universal. In ordinary speech, sex and gender are often used interchangeably.[3][4] Some dictionaries and academic disciplines give them different definitions while others do not.
