Every subforum we have, barring ones with restrictions (i.e. debate forum, area 69, etc.) are popular enough to merit their existence. A lot of them were created because the demand for them was high, and people had already produced a lot of threads that could be moved there.
So, if you really want this subforum, create your blog thread in Off Topic, save a bookmark link to it so you don't lose track, or subscribe to it, keep it updated, and encourage people to do the same. When you can show that these kind of threads are popular and numerous enough to merit a separate subforum, let me know.
How about Shell B's suggestion? To have a broader section for lifestyle/family/personal matters...something along those lines, and then blogs could be in there?
I like that idea better actually, than a formal journal/blog section, where only that can be put there. I can see that maybe not taking off, but a section that has a more personal feel to it, and blogs/journals being a part of it, would be really nice.
