I get what you are saying. I think the idea is to stop, or slow, unnecessary trips to stores...I agree it's not the best written of plans. I know of a lot of people using this time to do home fixups and I can't see how that can be a problem. If you can go to Home Depot or Lowes to get lightbulbs or repair items you should certainly also be able to buy a gallon of paint.
People should protest unreasonable measures but by gathering together in a large group for photos on the capitol steps they are ignoring the reasonable measure of social distancing.
