Yes, that's largely due to higher rates of poverty, unattended/poorly treated co-morbidity, lack of access to resources, and institutional disparities regarding diagnostics and treatment those who are able to afford care---Stemming from a much older and very sordid American tale that's been around since long before COVID-19 hit. To get at the heart of that, this country would have to be willing to come to grips with ugly truths of it's past--and that's not going to happen---or more Black people are going finally learn to accept who and what they're actually dealing with and quit playing nice. But I digress.
The fact remains that the majority of Blacks exposed will not become critically ill and die as result, and preventing people from having any shot at improving their conditions by rendering then unable to earn income for an entire year or more will bring devastation to lives across the board. Lower-income Blacks may wreak the worst of it sooner, but it's going lay ruin to many, many Americans' lives in a myriad of ways---and the rage, grief (and civil unrest) will span from from sea to shining sea if this continues long-term. Once the states start seeing a dramatic decline in new cases, hospitals are able treat patients at a manageable level, and a steady supply of PPE can be made available for widescale use, the only sane option is to begin to open up.
