Admittedly, he does have a point about deaths being a lagging indicator and that the seven-day average has been going down in his state for about a month, but it's worth noting that, even with total cases in mind and not deaths, the record is still pretty damning. Though Mississippi's still at #6 for total cases when it comes to states, each of those top six states have a rate above literally every other country on the planet but three (scroll down a bit to find the graph): Seychelles, Montenegro, and Andorra. Although, in fairness, #4-6 also have a rate higher than Gibraltar, which isn't actually a country.
Also, of the top 15 states for total cases, exactly two have a Democratic governor. And even for new cases, being extremely generous, of the 25 states with the most new cases per capita, only Virginia, Delaware, Wisconsin, and Kentucky (plus Guam) have Democratic governors.
