To my knowledge a general lockdown for unvaccinated was never discussed. Unvaccinated however wont have access to small shops, restaurants, etc., aka lots of public life. They are however NOT forced to stay at home (tho there is not much reason to leave home now )
Mandatory vaccinations: possible, but probable.....? Supreme court at least has (yesterday) confirmed that all actions by Merkels government in the past year, as well as the new law passed by parliament are and were constitutional.
Mandatory vaccinations will possibly be not necessary, since the current pressure applied makes many unvaccinated Germans get vaccinated. Yesterday 1mio doses were applied (Germany has 80mio people).

No country mandating a lockdown has forced people to stay at home.
Mandatory vaccinations, whether potential, probable, or possible are a good idea. Start fining the unvaccinated €100 a day until they get the jab and you’ll have people trampling each other underfoot to queue up for a shot.
