Go to that link - Illinois State Police - and see what permits an out of state visitor is required to have to be in possession of firearms.

See if an out of state visitor is required to have an FOID.
Hint - no.
He was NOT carrying the weapons illegally.
He should NOT have been arrested as no laws were broken. ( hotel rules are not enforcable by law)
