OK, here we go, you read the Bible and decide what it says to fit your small understanding of scripture. Yes, you have taken these scriptures out of context by not using all the valid scriptures that go with them. Let's get something straight about your supposed contradiction, it's not flagrant, it's not even a contradiction, as a matter of fact these two verses are not related. This is what happens when you go online to find such ridiculous statements, you should read and study scripture for yourself, don't let others make you look dumb at least do it for yourself. Now with this said let's get to the scriptures.
Is.40:28 this verse is clear in what it states and needs no supporting verses, it states that God never gets tired or weary (as from labor), this fits with an omnipotent God, agree.
Ex.31:17 if you had actually read this verse you would have seen that you should have read the previous verses to obtain a clearer understanding, but your desire was for a contradiction instead of truth, as I stated above you need to study scripture. You should have started a verse 12 and read through verse 17 and you might have seen that these verses are about a sabbath day. God gave this day to His people to have a time of fellowship (worship) with God and a time of fellowship with each other (to be refreshed). The word rest in these verses does not literally mean to rest from labor (because one is tired), it means to cease from all unnessasary worldly activities. These verses mean that we are to cease (rest) from our worldly activities and fellowship with God (worship) and fellowship with each other (be refreshed). God gave this commandment because He knew (omniscient) how important it would be for His people to observe a sabbaths day of rest and refreshing.
This verse says nothing about God being tired, what it truly says is that God ceased His creation work and had fellowship with His created beings (angels, man and ect.), the same as explained above. So, you see, if you had done your homework you might have seen that these two verses were not related. Keep out of the sandbox that Min plays in and you will be better off.
God loves those who believe and those who do not and the same goes for me, you have no choice in this matter. That puts the matter of total free will to rest.
