In my town - we require ALL people who go door to door to get a license to do so - for non profits it is FREE - but they must still fill out the registration forms and those forms are public.
Unless a person has the license - I simply call the police - regardless of who they claim to be. Failure to have a license will get them a fine.
However - in other places - I have found that talking in a foreign language that they are unlikely to know or have friends who know - is the easiest. (Slavic Languages seem the best for that)

I think I have posted this before, but I invite them in and pin them down with details... "the bible... which version? which translation"... If they are JW's and especially if they bring kids, point out that refusing a blood transfusion could kill their child, look directly at the kid and tell them that daddy wants them dead! My record is keeping them for two hours and them leaving in tears... job done!
