This video explains it fairly well, though it concentrates mostly on warp (at 7:35 there's an example with the scale transform). One thing it doesn't make clear is, once you've transformed the selection by pulling the handles of the selection, there's an "okay check mark" and a cancel mark in the bar at the top. You have to click the okay mark to finalize the transform.
