Hell was originally designed for the 'devils.' Meaning they do not rule Hell but are in exile like everyone else.
It would be much of an exile if they wanted to be there or could thrive there.

I agree. I was just curious how SavedByGraceThruFaith would consider the question, since I presume that for her, being separated from god would be extremely undesirable. Whereas for me, it really is freedom.
