AFAIK some bullshit document got posted on twitter and the UN plus the western media bought into it.

It didn't really make sense anyway, why would ISIS do this? FGM is mainly done by African countries and is not really a religious phenomenon. It's a cultural one.

This is a map of the countries FGM is most prevalent in:

As you can see, it's done somewhat in Iraq but it's highly unlikely ISIS would be doing this. Most Muslim sects find FGM as strange as we do.

ISIS supposedly wants to destroy the Kaaba because they say that the muslims worship a stone. It wouldn't take too much for them to execute Mohammed for being a false muslim.
