No, BBC America for instance is owned by BBC Americas which is not a state network like BBC 1 to 4 is but a private enterprise. I've heard some Americans complain that the BBC America for instance also has a liberal bias, but it might just be sour grapes as they are likely to be Fox news viewers. BBC world I don't like very much, I think BBC 1 and 2 are better channels and 3 and 4 are additions that I find a bit unnecessary.

The British Broadcasting Corporation which runs BBC 1 to 4 and CBBC, is publicly owned overseen by twelve governors who are appointed by the crown on the advice of the government.

What is your problem with BBC world?

Also, so the American channel is a private company who bought franchise rights? And is BBC world state owned?

BBC world is owned and distributed by the same company that hold the Discovery channel franchise, I forgot its name.

It is not a bad channel, I just don't like its format really. In all honesty I think BBC 1 and BBC 2 are the better channels.

I dunno. Probably some arrangement with the BBC board I imagine. The Public BBC is allowed to license it's products out to other networks (like Dr. Who, and my favorite Robotwars), so I imagine that BBC world and BBC America work in a license agreement.
