Does the US need a large agency exploiting this vulnerability in some other countries ??
If the Joint Chiefs of Staff announced a $2 billion dollar curse to be placed upon the citizens of a hostile (and gullible) foreign enemy (and mind you, we need only announce the $2 billion, we don't actually have to spend it) it might pay off big time, and have the sniveling little twerps begging to have the curse lifted.
