A real life story I saw on tv when the clerical child abuse hit the proverbial fan in my parts. They interviewed a monk, complaining bitterly about a mother telling her child to stay away from men wearing this garment, when both of them encountered him on the streets.

Maybe, but how exactly does one enforce that? Like, if a priest is driving to give someone their last rites and sees a child on the drive there, is the kid breaking the law by not wearing it?

they should also provide the child with a emergency beeper, mandatory pepper spray, and possibly also mandate constant parent supervision within 300 meters of any religious institution.

From what I understand, there's an exemption as long as it's being used to incriminate whoever's being charged, and is destroyed as soon as they're found guilty.
