It is a marketing snafu.
Priest there forgot to put up the "Free Showers" sign. See, it's a 'feature' now. The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
When has the church, as a political entity, ever been about charity? The Pope always talks a good game, and makes planned visits to poor regions, but does absolutely fuck all when it comes to actually trying to help the people there.
