What are you talking about? possession is legal for marijuana up to a certain small amount, the rest of drugs are illegal to even possess, let alone buy - But consumption is 100% legal. You can't be arrested for consuming drugs in public (but the police can force you to stop doing it if it's bothering people)

The number of HIV infected drug users has diminished and consumption hasn't increased - Cultivating cannabis is illegal but everyone does it
