That's crazy, I was on a security guard induction 2 days ago where they were talking about laws and I remember them saying a shop can get into trouble for not allowing guide dogs into its building, I don't know about restaurants though.

Laws vary from one country to the next.  In the U.S., one could get into serious trouble for refusing to allow a guide dog into a restaurant.  But this story is from Australia, and I do not know what the law is there for such things.  But I think that guide dogs should be allowed in every public space, provided that they behave appropriately.  (And I have never seen a guide dog behave inappropriately.)
