Could Chicago print a usable script, limited to the Chicago metro area perhaps, that, while it would not be 'legal tender for any and all debts', it could be 'legal tender for some debts'.

The CBOT is right there in Chicago, as long as the script was freely negotiable there as a 'commodity', it would have a value controlled directly by, let's say, a commission of sorts, whose members were appointed for set terms, and the members would be nominated by the Chicago city council and the union(s) and approved by the same ???

I realize this is 'exploiting' a loophole in the fine print the US government puts on all our money, but, it seems sterner measures are called for.
