Why is 18% ludicrous?  Most education spending is done by the states.  Education takes the largest portion of the California state budget, which is where I live, at 40%.

The republicans are the ones who got the sequestration passed against the will of Obama and the democrats. So now, according to you, it's all about Obama holding them to it. Yeah, right. If you think our enemies don't have aircraft carriers, then I don't know what to tell you.

Price's budget already includes $94 billion in a war fund that is not subject to spending cuts and does not have to be offset by cuts elsewhere. It is $36 billion more than President Obama's $58 billion budget request.

The pressure stems from a 2011 budget law Republicans championed that put in place strict spending caps on defense and domestic spending. If the caps are exceeded, it triggers automatic, across-the-board spending cuts known as sequestration.

The only reason that the Budget Control Act ever happened is because of a compromise between the Obama and the Boehner.  Obama and the dems wanted to raise the debt limit substantially and the GOP wanted spending cuts in return. The republicans also tried to pass a balanced budget amendment which didn't pass.  The reason Boehner had reservations is because the agreement allowed the debt ceiling to go up more than the republicans wanted and didn't allow the offsetting spending cuts.  If the republicans wouldn't have opposed raising the debt ceiling, Obama would have never considered any such thing as the Budget Control Act.

The only reason it was NECESSARY was because Boehner could not control the Tea Party morons in the house who were trying to drive the country into a default which would have ruined the world economy because they didn't have a fucking clue what they were doing!

The idea was to make the deal so unpalatable that they would have to negotiate.  But they were wrong.  The republicunts now try to pull all sorts of scams to increase defense ( and really, it is well above what we need for defense...it is for WAR) while shafting the poor and middle class.
