I think the problem is that we gave the rapists the control by arming them and placing them in power. I could be wrong but it sounds to me that, while this behavior might continue no matter what, it would not be to the same extent without our presence (all foreign forces).
Being told you're delusional does not necessarily mean you're mental.
The problem is that we need these people's cooperation to operate in the region, and we're afraid of upsetting them. The U.S. has a long history of using the philosophy "The enemy of my enemy is my friend" regardless of who that "friend" is, all under the guise of spreading freedom. It's a sick farce that too many people fall for.
