"The fear of Dorner was understandable and justified," the document said. "There is no evidence to suggest that the officers did not honestly believe that Dorner was in the vehicle, nor is there evidence to suggest that the officers did not honestly believe they were being fired upon."

And why did these fuckheads think they were being "fired upon?"

One officer said he mistook the sound of a newspaper hitting the ground for a gunshot, the memo said.

This cost the taxpayers $4.2 million.  And it sure as hell looks like the DA was seeking any excuse to avoid bringing charges against his cop buddies.

I'm sorry. I've heard gunshots before. They sound nothing like a newspaper hitting the ground. If someone was legitimately that jumpy, they need to be fired at the very least. Loud noise does not equal gunshot.
