That's right. Their options are to quit, or else stay and try to make a difference. And a few do.
But the vast majority of them see that the higher echelons are filled with the worst elements, because the system has been promoting the most-aggressive, most-boundless, cops/guards they can find. This likely wasn't even a great plan, just bad management-- as Police Departments and prisons were asked to handle higher loads, to do more things, and to suppress more heavily, it was only natural that the system favored the most aggressive (visibly) cops, even if they were a bit excessive and crossed the line. Over time, this built up to a massive structure of corrupt and hateful motherfuckers at the top of the totem pole, making sure only others like them can climb up.
So the "Good Cop" sees he'll never be promoted unless he joins the corrupt culture, and either changes to fit, or quits. Nothing changes.

I replied: Can I refuse? Because I find the entire concept of vicarious blood sacrifice atonement to be morally abhorrent, the concept of holding flawed creatures permanently accountable for social misbehaviors and thought crimes to be morally abhorrent, and the concept of calling something "free" when it comes with the strings of subjugation and obedience perhaps the most morally abhorrent of all... and that's without even going into the history of justifying genocide, slavery, rape, misogyny, religious intolerance, and suppression of free speech which has been attributed by your own scriptures to your deity. I want a refund. I would burn happily rather than serve the monster you profess to love.
