I know this is old news but couldn't help myself. We had a guy at work with a foot fetish. He couldn't keep his train of thought when opened toe shoes were around.

Being strongly attracted to something, anything, that is in one's presence... tends to disrupt thought. So sure, they've got 'better things to do', probably. I'm certainly not defending anyone who's pushing their attraction of something onto people... but it does distract one's attentions. Please give me a home where cloud buffalo roam

The women I worked with knew about it and were either creeped out or offended. He made no attempts to hide the behavior. Some kept a change of shoes if they knew he was going to be around.

It has nothing to do with the fact that he has an unusual fetish and everything to do with inconsiderate and unprofessional. Would a foot in the ass excite this guy? The people (men and women) who voiced complaints seemed to always be transferred.

I don't get it either, but I don't think it's any different than people who are attracted to big asses or breasts. I do not think there is anything inherently wrong with being turned on by feet, people are what they are. Committing what amounts to sexual assault, however, is a different matter entirely.
There was a girl in grad school that talked to my (eyes on) crotch all the time. Couldn't have been more blatant. Thankfully it wasn't only me. Just made me giggle inside.
