That isn't the point. I used to drink with Iranian delegates at a club here in Canberra all the time. They don't drink any alcohol at home - and are supportive of the law, but they're happy to consume it in Australia or other countries where they are allowed to. So NO, drinking alcohol in other countries isn't "breaking their own rules", just as if you come to Australia, or the UK, or Canada*, or Mexico, or anywhere civilised and have sex with prostitutes you aren't "breaking your own rules". (*In Canada prostitutes can sell sex but patrons can't buy it, just like Sweden).
