It seems like it was a plan to keep marijuana illegal. The best way to kill something is to act like you support it but sabotage it when you write the bill. If a person was really serious about getting something like that passed he would simply research what happen in States that passed it and copy their best ideas. At the very least he would have a dozen intelligent people review what he wrote.

Oh, now that's funny! Were there also little orange finger marks on those documents somewhere? Shame we aren't also seeing the (sure to be) fabulous legislations that would be drafted up by drunks if we were just now getting around to repealing prohibition on alcohol. I would call it as 10X worse than a stoners legislation attempts.
It's legal now where I live and I'm pretty sure the legislation here was drafter up by people who had not just taken a few massive bong rips. It was a pretty seamless transition and I cannot say I have honestly noticed any increase in (visibly) stoned people acting like fucktards since it was legalized. Most adults use marijuana far more responsibly than they do alcohol if you act me and it's just a lot less negative of a way to get fucked up than pretty much any other substance.
