As far as an entire network is concerned, there is absolutely nothing stopping you from making your own atheist network or channel. Marketing is an issue any network faces, but if the premise can work in one of the most conservative states in the country, there isn't much reason for its failure in more progressive areas.

You can publicly advertise anything. It's freedom of speech.

Christians can put their dogma in schools - private ones. Public school proselytizing is illegal.

There is absolutely nothing stopping you from erecting billboards, making posters, and shouting on street corners that God is imaginary. I really don't understand your gripe.

Is it the fact that most people don't agree with your point of view, or is it that you feel oppressed? If so, do something about it if your claims hold any merit. Don't just complain that big bad Christianity can do stuff that you can't because it's embraced by the majority. You have rights, exercise them.
