You don't need to chop off a mans legs if you've already hamstrung him in his sleep.
Now they have economic, technological and clandestine supremacy in hand they can more publicly and more confidently conduct military shows of dominance without fear of reprisal despite not necessarily having the military edge. Attacking them would simply send too many ripples out in a pond where they comprise much of the eco-system. They have the will to rule to the point where they would openly risk annihilation if they had even the slightest chance. As it stands; they have a damn good chance. They know it, we know it, they know that we know it.
The maneuver is a simple but effective message to the US, Russia and Europe; "We have all the chips, you just have monopoly money."
