Sisko doesn't count. Managing a space station is not Star trekking. And I can't stand the lady with ventilation louvre on the ridge of her nose.
And no, janeway is not in the same league either.
Picard and Kirk were both exemplary captains for their time period. Kirk was also a skilled diplomat, and Picard was a competent military leader when he needed to be. But the times in which they lived in were very different. So I consider them both roughly as good as each other, just in different ways.

Oh... Sisko had a ton of people come through... it's like, instead of the ship going places, the places came to the station. Same type of stories, always on the same set. And then they got the Defiant and went beyond the wormhole and all... I'd say he was pretty bad ass and very diplomatic... the best of both Kirk and Picard. Don't know what you mean by that "lady with ventilation louvre"...
