They've always had a high turnover*, and they are selective about the recruits too, they tend to avoid anyone with education beyond the  high school level.

Alot of that has to do with the housing downturn.  The JW cult, in recent times, was largely centered around private construction loans and property values. That and the internet hasn't exactly been kind to printing presses.
