I thought occurred to me when I just saw this just now....
Scroll down a bit and my thought shall be revealed... Bahahahahahahahahhahahahahhah hah! 
I kinda like the uniform/helmet combo.
My reasons for it probably won't make the Bavarian authorities happy though; the helmet shape suggests the flare of the head of the penis. The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
Actually, it isn't all that bizarre. Lucas deliberately made Vader's headgear an exaggerated version of Nazi helmets
