How about this:
Regressive Left [noun]: a collective name expressing criticism of individuals or groups who are thought to espouse ideals which are traditionally associated with progressive leftist politics, but who wish to enforce them to an extent that render them oppressive. Typical issues are social justice, protection of minorities and gender equality, where alleged "regressive leftist" activities include demands to enforce severe punishments for speech that is perceived as politically incorrect, or the establishment of "safe spaces" which restrict individual's freedom of expression in favour of the protection of minorities or other groups that are deemed vulnerable and in need of systematic protection.

That's a good attempt, but to me it seems to be so entirely subjective that it can be construed to fit a ton of different situations that other people might disagree are examples of the 'regressive left.' I mean hell, it has the word 'alleged' right in there. And, I hate to nitpick, but "Safe spaces" aren't doing anything to one's "freedom of expression," there's no government action involved there.
People can complain about overly-PC environments and discussion-stifling cultures (and I'd probably agree with them in most cases, like the "safe space" stuff), but we have to be very careful when talking about "rights" or "freedoms" because those are very specific and often-misused terms.
When it comes to actually punishing someone for merely expressing an opinion (punishing in the sense of government action, like a fine or something) then yes, I'd agree that is very regressive, because it's an actual example of the violation of one of your rights. But most of the time when I hear the term 'regressive left' being used by folks, it's to describe something that I think is relatively harmless, or sometimes good. Like the whole transgender bathroom thing, I support trans folks using whatever bathroom they want, and I've been branded as 'regressive' more times than I can count on other forums.
