Older people should know not to reminisce unless asked to. I was wondering if I was having a nightmare there, for a second.

Your computer counts GiBs (and calls them GB), the storage manufacturers count GBs. They're referring to different things and make it sound dishonest... yeah... welcome to the real world.

The funny thing is, because the memory circuit size is a power of two, they can't possibly fit exactly 32,000,000,000 bytes of memory on the device. It has to be somewhat more or less than stated.

When I was a kid, coding was a nightmare.  Sticks were ones and rocks were zeroes.

Whilst it's true that some portion of the drive is reserved for the file allocation table, on a 32GB drive there's no way that table would be 2GB by default. It's probably in the region of a few MB.

My first computer was a Mac plus. 20 MBs external storage and 1 MB memory. Still have it in good working condition.

Now I can't imagine having less storage than at least 1 TB.
