He has clearly not thought this out.
So I'm not sure about his plan, but Columbia actually fired 95% of their entire police force a decade ago and replaced them with young people. As a result they have one of the less corrupt police in South America, outside of Chile, which has western style police. I.E. Don't try to bribe the police in Chile, because you will go to jail. So there is things to be done about corrupt police other then just wring your hands and say 'oh well.'
I don't think large scale executions are the way though.....

If the object is to kill addicts, there is a better way than guns. Then no addicts, no one to deal to. Very sick, but there is a way.
