Georgia Rae Mahoney (Homicide: Life on the Streets)

The story arc had introduced her brother, Luther, first as a really bad villain.  When Luther was murdered by Det. Kellerman, Georgia Mahoney was revealed to be even worse and more vicious than Luther.

She was truly one of the greatest TV villainesses of all time. She wasn't captured alive, murdered by an underling seconds before the cops would have most likely had a huge shoot out with her.

Hopkins as Hannibal Lecter, specifically in Silence of the Lambs. Menacing without being thuggish, supremely intelligent and manipulative. He didn't have to be physically imposing to be terrifying.

Honestly, when I read this title, the first name that jumped in my head was Alan Rickman. He just oozes evil as the Sheriff of Nottingham.
