On national, state and local levels, what happens if nobody runs for office and/or nobody votes? One or the other has to have happened at some level in the US at some time, yes?

 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.

I'm not talking about a total boycott at the polls. What if nobody ran for Chief of Police or nobody voted for any candidate running for Chief of Police?

Around here, the town police department would be dissolved, and the function would devolve to the county sheriff.

If the water department 'failed' for lack of interest, the system could be tended to by a private contractor. If it went even further afield, the system could be 'plugged' and the residents could move or dig wells and install septic systems.

Many towns have a 'ceremonial' mayor, the day to day ops are handled by a hired city manager, an unelected position.

That's what I'm wondering, is there a mechanism in place for an appointee to take a job that is filled by election?

It's a very interesting question though, G/S and the answer depends a lot on what the governing regulations of the particular entity happen to be.  Here's one from North Carolina.

Yes, there are probably different ways of dealing with such a situation. No doubt in some areas the matter would be taken up by the next larger governmental entity. In the case of public safety, it might require drafting someone from outside the voting area, who is willing to move to fill the spot.

Most governments consider public safety and all it entails to be the number one priority of their elected body.
