Okay, looking it up, Williamstown is less than 40 miles' drive from Cincinatti (less as the crow flies). And presumably, there are parts of the river much closer than that. I'm not sure how far afield river floods can get, but if a flood happens to hit the Ark, I'm going to go out on a limb and say it might not handle it, unless maybe they cheated and put some modern reinforcements in for such an occasion.

You'd need to know the height above 0 level for the river (dry bed). 

I don't know that the Creotard Museum has ever flooded.
